All it needs is an effectiveness against a type that can't be easily replaced. As it is, everything Ice covers can already be killed by other types. Even before Fairies, STAB Dragon vs. STAB Dragon was a better matchup than STAB Ice.
Ground, Flying and Grass have other weaknesses that displace Ice too.
Now, this is all taking into consideration that GameFreak stops making defensive Ice Pokemons. Because the type sucks even harder on that regard.
If you want to buff Ice defensively, give it a lot more resistances. Bug should be not very effective. Water should too. And Flying. And Grass.
Resisting only itself is a joke.
