The reason behind weak armor and shell smash is that when he fell down the stairs and broke all his bones he ended up on wheels which technically made him faster. Also for the fact that as his condition worsened he became more ruthless in order to find his goal faster.
Ice Normal combination to make him 4x weak to fighting type moves. Obviously high defense and sp def because he's already broken and knows pain all too well.
