According to Raenonx, Raikou's friendship points requirement is 30.
Comparatively, Tyranitar is 25, Charizard is 20, Gallade is 22.
You're gonna need a good 4-5 Raikou biscuits to befriend one. If you're using the good camp ticket, you might get very lucky and have a hungry Raikou to make this a lot easier.
The minimum Snorlax rating needed to encounter Raikou is Master 9 (465k strength), the incense likely overrides this.
Since you only start out with 15 mane samples and one Raikou Biscuit as freebies, and reaching Master 9 won't be super fast, the priority should just be to get as much mane samples as possible.
I wouldn't opt for the master biscuit except as a last resort if you somehow don't get a Raikou by the end of the two week event.

Something to be aware of with its main skill, Helper Boost, is that levels 3 and 5 do not provide an advantage over levels 2 and 4.
