For example, from August 18th to August 21st, you'll be able to evolve Pokémon like Rhyperior and Metagross to learn their best charge moves; Rock Wrecker and Meteor Mash respectively.

This event will also help give you the resources to evolve these Pokémon by completing research tasks, but you're unlikely to get enough candy to evolve them if you're starting from zero.
Most 3 star raids can be comfortably beaten solo using level 30-ish attackers
When powering up Pokémon, they reach 75% of their CP cap at level 30, 88% of their CP cap at level 40, and 100% of their CP cap at level 50.
The power up costs get far steeper after level 30 though, so for resource expenditure you have greatly diminishing returns.

If you're lacking in good attackers, Mega Beedrill can be surprisingly effective as long as you're dealing neutral bug or poison damage.
Further, you can use it get +2 candy from any raid Pokémon caught once you get Mega Beedrill to max level.
