At best it's some kind of mimicry i.e.

Convergent means that creatures, from distinct lineages, who live in a similar environment and occupy the same niche can develop similar traits.
For example marine predators:
- Dolphin (Mammal)
- Ichtyosaur (Reptile)
- Shark (Cartilaginous fish)
Tentacruel and Toadscruel, by definition, cannot be considered convergent evolutions, because they do not fill a similar niche, they have a similar body plan, by pure coincidence (Unless they share a common ancestor, I don't find it too farfetched in the world of Pokemon for that to be the case).
A real life example of this would be a moray eel and a snake, or a hammerhead shark and Ariel from the live action movie.
As for an example of actual convergent evolution:
