The first thing you MUST do is set up rain, no exceptions. Have a fast water type like Starmie do it, to bait out Solarbeams that will end up costing a charge turn. After that, use rain+surf to kill as much as possible. Clefable is unharmed due to evasion, I fall back to the boost clefable and kill strategy. Flash fire also protects very well.
