AFAIK pretty much every pokemon is sapient to the level of being able to follow along/understand human conversation, and the only "barrier" being not able to speak back in human language. There no reason, given a drawing pad and basic language lessons, any pokemon wouldnt be as "smart" as anime meowth, considering how he is capable of having regular conversations with them.
Also I assume pretty much every psychic type would be fully capable of psychic conversation with people
