But the things that do make a big difference (IVs, EV spreads, movesets) almost never actually get used in the games. If every trainer had Pokémon with usable IVs, a competent EV spread, and a constructed movepool, the game would naturally be much more challenging. Your Level 40 Pokémon caught in the wild and not EV trained optimally will get their ass kicked by a well done team of Level 30-35 Pokémon with good IVs and designed roles. This is one of the reasons romhacks like Blaze Black 2 (pic related) are particularly difficult - many trainers, at least important ones like Gym Leaders and Rivals are actually constructed. If this was the case, the games themselves would be significantly difficult.
But, in general (looking at you, Cynthia), they are not.
They can be - higher levels of the Battle Maison are proof enough, disregarding cheating AI bullshit luck. But they're not.
