I wouldn't. They're a necessary evil, and these days you have more than enough counterplay. Having turn limits or hit limits benefits stall playstyles, which already runs double Defog or otherwise attempts to burn Stealth Rock PP. Most would agree that stall is less fun than simply having sneaky pebbles.
If anything, I'd do this

Even then, you have to understand that being able to use Stealth Rock to control certain threats is important in a game where you have 6 slots to cover an increasingly wide pool of threats. With rocks there's always the option to outplay your opponent and force the big threat to eat residual damage, rather than needing some passive garbage to hardwall it.
