Lorelei had retired from the league and returned home to the Sevii islands, Agatha had probably died and Lance was often too busy flying around investigating team Rocket.
Will had clearly only just recently been added to the League given he still has Loreleis ice themed room too. Only two competent members in the Elite Four they seemed to have at that point imo are Koga and Karen.
I imagine Koga was of course called in last minute too given his daughter has only just taken over his gym and has no idea what she's doing
