You can exceed its damage with Swords Dance, but we already have multiple Pokemon (Terrakion, Heracross, Excadrill, Pinsir, Lando-T, etc.) that can do that. The thing with having 249 base attack from the get-go is that there's virtually zero prediction required when using your STABs because everything is obliterated anyway.

You can try to predict that by using Swords Dance or Psycho Cut, but then you risk getting burned by Heatran.
Medicham doesn't need to predict in this case because it just blasts its way through resists. This is why a Swords Dance user doesn't necessarily perform better than a pokemon without Swords Dance, but a significantly higher initial damage output.
