This was just straight up magic from an actual witch roaming around in the woods. Not even an ancient old crone with secret, forbidden wisdom; just a teenage girl who can casually warp reality. It's not even treated as anything mind blowing, just kind of surprising, so I guess sorcery's just a thing that happens sometimes in poke-world.
