I think the EU has regulations that mandate games with "simulated gambling" be rated 18+. If they release them on NSO with the Game Corner, they would have to make an 18+ app like they did for N64, which would probably only have Pokemon games because I doubt any other M-rated GB/GBA games would be released (if there are any to begin with).
