Minimize is a move only certain monsters can learn, you know, the ones that have physiology that lends to that ability. Next you'll tell me that slapping a disc on a Pokemon's forehead is how TMs always worked. Just admit it, the writers are highly irresponsible with their lore and things get extremely messy once you step outside of the mainline games, and even within them the lore has been increasingly disregarded and retconned over time.
