Goku was just fighting for the sake of fighting, and Tenshinhan had his character arc amidst of the finals and wanted to redeem himself from being Tsuru Sen'nin and Tao Pai Pai's disciple. Guess who won... basically not the waku waku teen.
Goku's only win in a TB was against Satan's child basically and because Goku basically HAD a reason to win other than muh waku waku and muh fighting stronger guys. There were stakes.
It seems like it's gonna be the same for Ash: he only will win something important only if:
1) it's a backwater 3rd world tournament.
2) it's a shady and underground Fight Club type of journey (Battle Frontier)
3) there are stakes that require Ash to win, or else the world is doomed.
