Some thoughts (there's a lot to unpack here so this is kind of scattershot):
-Honestly I think you can probably drop the description of this being a reimagined Kanto since it bears almost no resemblance. The map would be completely different and there's no similarity to the plot whatsoever. The only real connection is the Starters who you've reimagined anyway.
-On that front, I'm still not entirely sure *why* they're reimagined other than change for its own sake. Can you elaborate on your thought process? Also Wartortle breaks standard Pokemon conventions, I'm not really aware of any Pokemon that has a middle stage with a different typing from either its 1st or 3rd stages.
-I like the idea of the tech company being the villains, it reminds me a bit of the Aether Foundation which I actually dug quite a bit from SM. Plus techbros tend to be real-life villains and exploring the god-complex arising from that mentality can lead to good storytelling (go watch Devs).
-I could definitely see Stamina working, it's just that I've internalized PP as a system so deeply that I'd really struggle to appreciate it as a better system. I also don't think I agree with making it a flexible stat with IVs and EVs; personally I think it works better as a fixed resource, that way you only need to strategize about move costs in battle, not when you're actively raising your Pokemon. Finally, not sure about the Hyperbeam clause, that seems like it's a callback for its own sake as opposed to being a balanced mechanic. Sorry if this seems heavily critical, it's just such a major departure from how the games work now.
-I do however really like the idea of the alternating Gym Leaders in each version. It's a fairly small change since it's only adjusting 8 small areas of each game world, but it would mean major changes to how a person strategizes each run.
