>>39811053Shudo was told to create a 3rd Pokemon movie and the Gold and Silver games were delayed, so the release of the movie was in this weird in-between the Gold/Silver release in Japan but before the release in America. As well, for whatever reason, they did not want to allow Shudo to use a "preview" Pokemon for it, like what was done with Lugia in Pokemon 2000, so he only had the original 151 to work with and had already done a movie with Mew and Mewtwo.
He came up with a plot that was a real T-Rex coming to life that would go into the deep lore of the Pokemon universe and why there were no real animals with the underlying theme of "what world am I in?". He took a half year coming up with the plot and submitted it, but it got rejected for "A story where a bunch of minerals gain consciousness and comes to life won't be a hit", because Pokemon 2000 didn't perform as well as the 1st movie and a strange plot would have been seen as risky. A few days later he was sent designs for Entei and the Unown and was allowed to use them for the movie, since they now wanted him to promote the new games.
According to the site where I got it from (

However, I checked the original source blog and there was no mention of the script and the "1 billion" number was for something else entirely
