I think the rivalry will be somewhat onesided.
He will mostly antagonize Roy, because he constantly jobs to him while Roy remains friendly towards him and entertains his challenges any time.
If he is younger than Roy than he basically is also there to show off Roy's new maturity by contrasting it with Ult's immaturity.
I doubt he will be a "real" rival like Gary, Paul or Alain.
Otherwise they would have give him a less silly mega like sableye.

It's more so the fact that Charizard shilling didn't feel inorganic until late Gen 5 where they randomly brought back Charizard in the anime because of the BW anime's failures. Then it gets two Mega evolutions, special anime like Origins and Alain's stuff that's about all how epic Charizard is. Then in SWSH it's the Champion's Ace with a special form while the other two Kanto starters aren't even in the game til DLC. What super special treatment did Charizard get in Gen 2-5? The Driftveil Bridge being called Charizard Bridge bait that's small optional NPC dialogue?
Same with Eevee, they only realised its marketability Gen 7 and now we don't get Eeveelutions anymore since it's EeveeTM that gets the spotlight
Pikachu and Lucario were shilled from their inception, but recent shilling makes them feel corporate

Problem wasn't his team but the way the anime has handled them. When Ash caught Dragonite, I thought we will see him battle like Mega Charizard X . When Ash caught Lucario, I thought we will see him battle like Greninja. Nether one came through because both Dragonite and Lucario were handicapped by the worst moveset and their battles tend to have the worst animation and chirography.

Almost as if the staff handicapped Dragonite and Lucario because they threatened Alain.

Ash is compelling enough to make people care about his story and the overall story of Pokémon 2023. Even if it doesn't live up to their expectations then audience will still stick around for Ash's new capture and his battle with Nemona, Geeta, Kieran, BB Elite 4, Alain, Friede, Gibeon, Lucius and whoever new characters introduce for Pokémon Legends Z-A. There are still characters from Galar that Ash haven't met yet, mainly Bede who should have been his rival instead of Bea. Not to mention many Amourshippers looking forward to Serena's next return for Pokémon Legends Z-A promotion.

Truth is that the anime shoved an additional problem that they had no intention of ever resolving to get rid of the most popular pokemon in Kalos which Ash would sent to his reserve anyway because they wanted to avoid any chances of a rematch where their Alain has to lose to Ash.
