Since Ash has learned nothing other than z-moves since his last battle against Alain and only trained a couple weeks with his new team, they had nothing to use to explain a victory this time, so they threw Alain to Leon.

The biggest issue is the build up. I loved the final fight, but the 3 year build up to this final fight was ass. During the qualifiers Ash never had any real challenge and quietly climbed the ranks offscreen until he started getting more on screen wins during the higher ranks. Yeah there was Bea but that contained 0 impact since we knew that Ash was eventually going to beat her, we just didn't know when. Then we get to the top where Ash fights Drasna - a battle which was mediocre and didn't feel like an Elite Four battle. We climb to the Masters 8 and every battle aside from Ash VS Leon has been total ass. Ash VS Steven had 0 build up, Ash VS Cynthia - something everyone has wanted - was poorly built up, - the one fight we all wanted was Ash VS Alain one more time but instead of that they fed Alain to Leon to make Leon appear stronger. But that was poorly executed just like the Diantha battle because Leon 1 shotting everything offscreen isn't entertaining and does nothing to make him appear strong. It was the same in his first battle against Lance. It didn't feel like a battle between champions. The animation quality was so low and the build up to these storied battles were basically non existent. The first time I felt Leon was truly a good trainer was during his fight with Ash over the past 3 episodes. The intro to Leon should have been a sakuga fest against lance in a 3v3 that showcases tremendous power on both sides. Not a 1v1 beam spam.

TLDR: bad story building, mediocre animation and bland battles make the finale unsatisfying.

You're trying to find explanations when the reality is much simple :
The writers are lazy and it was easier to get out Alain as quick as possible to avoid building a good rivalry and they acted as if tobias (or any other league winner) didn't exist

Unlike Alain, Tobias was in the Sinnoh League because he wanted to win it and take on the Champion League, but Cynthia is still the Sinnoh Champion, and Tobias is nowhere to be found. All the other champions knew the game Leon was playing and avoided it by jobbing to the kid too. This is why Cynthia didn't do her best gimmick.
Alain lost because Leon had to at least win once to keep up appearances, he can't afford to lose to some random nobody trainer.

First reason is that no one likes journeys. The main reason the loss against Alain caused so much butthurt was how invested people were in XY. The second one is that outside Pikachu Ash relies solely on the new pokemon, so it lessens the feeling of it being a culmination of all his efforts and journeys.
