In HGSS, he didn't do the Rocket Admins at all (Takao Unno), he didn't come up with the redesigns for the Kanto Gym Leaders even though he illustrated them, and Lyra was also a Takao Unno creation that Sugimori illustrated.
For BW, he did the Pokémon illustrations, Hilbert, Hilda, the mother, N (Masuda's creation), Professor Juniper, and Cedric Juniper, while Yusuke Ohmura handled everyone else.
For B2W2, he did the new form illustrations while Yusuke Ohmura did the new character art.
For Gen VI, art was assigned across a decent number of people. By this point, Sugimori was a fan of Yusuke Ohmura and started incorporating elements into his design decisions, hence Shauna's smile. Trainer art was handled by multiple people.
The Alola games featured a lot of human art by Sugimori since it was the 20th anniversary, but the Aether Foundation characters were handled by take, and I know Yusuke Ohmura did a number of Pokémon illustrations like Salandit and Salazzle.
LGPE was pretty much entirely Megumi Mizutani.
SwSh onward has a mix of people, like Yusuke Ohmura, Sugimori, and take.
As far as I know, Sugimori handled nearly everything prior to HGSS and has been phasing himself out since, much like Masuda having Ohmura take over as primary director.
