Given that Ash will at the very least surpass Raihan, Ash will end up becoming one of the top 8 trainers in the world by the end of the series which means he will surpass Tobias by proxy.
Since Gary Oak is always one step ahead of Ash, it's not too crazy to believe that Gary could cuck Ash out of the chance of getting revenge against the likes of Cameron, Alain, and Tobias. In fact, it would in Gary's nature to cuck Ash out of the chance of avenging his league losses.
