Okay here's my list per series:
-Giselle (obviously best girl)
-Brody iirc (the Team Magma actually competent agent with the Ditto)
-Conway))) the 2nd most relatable character after Brock)
-the Zorua film director dude who also participated in the league iirc
-CHADLAIN+mairin (Elle and Millefeui were already mentioned, so). Oh. But the Sylveon teacher girl was hot as heck too.
-Lana's MOM
-PM2019 doesn't have any memorable or more like appealing OCs.

You just described XY series.
DP series had a lot of rememberable things beside Paul such as a Co-protagonist like Dawn, side rivals like Conway & Ursula, a champion like Cynthia that acted like a champion, a ruthless villain named Hunter J etc etc.
