Regigigas is more powerful than its Regis, and the Regis are at the average level of secondary Legendary Pokémon like Heatran, Articuno, Raikou, Darkrai, Tornadus, etc. which is generally a higher level than fully evolved, non-legendary Pokémon.
Mechanically, Koraidon is one of the most powerful Pokémon in the game, yet a past-form Cyclizar shouldn't be stronger than Dialga, which is the origin of time, embodies it, and stabilizes it, while also nearly destroying the universe in DP. However, the game mechanics make it stronger than Dialga, even though in the lore, Koraidon is far behind Dialga in terms of power.
