There's plenty of instances in the anime of Pokémon leaving their ball on their own. So you can send them back to the ball, but they could just leave it again. Also that specific case with that Grookey was with a Team Rocket Ball, it could totally have differences to regular Poké Balls anyway.
Also Dawn's Pachirisu could dodge the ball's recall beam.
