The only reason they did an anime in the first place was to build hype for Pokemon 2 (later Gold and Silver). One of the company executive admitted this in an interview. Anyway, your point that they can't start promote ZA till after the games are released is dumb. The show has never had any problem promote things before the release of a new game (Ho-oh, Togepi, Munchlax, Alexia etc).
