We could argue that the roles were, like you suspected, reversed with the starters cause Oshawott for Gen 5 remakes and his Hisuian form being usable in Gen 9, makes sense and their character designs are going along neatly with it as well. But probably among the lines they thought maybe to just stick to just Gen 9 mons to promote them more prominently. Anne might get a more active role with Oshawott if Gen 5 remakes are coming around.
Also they probably took advantage of Sprigatito's design of a cat to make it play off Liko's character.
