For Legendaries they try to give some explanation over them being weak.

Some of these aren't very good reasons for people but at least they tried to give us something. Plus they've showed us that Ash still can't do shit to upper tier Legendary Pokemon like Mewtwo and Lugia, the latter that still no diffed him ecmv3n after becoming the World's Strongest
