While yes, competent, well-managed and high quality studios finish things well ahead of time and use the time in between for QC, that's not always the case, as evidenced with OLM scrambling to animate the Masters 8 fights because somebody decided to practically 'last minute'. Sometimes bits and pieces are done ahead of time if they're anchors. For example, the beginning and end of a story are anchors, and everything in between the author may come up with and write down on the fly. This is especially true for anime with filler episodes.
The gary scene was likely an anchor and done ahead of time so they'd have something for a trailer.
