Goh has legendaries but he doesn't train them for pokemon battles, so while his pokemon themselves might be powerful it has nothing to do with Goh's training ability. If we saw Goh battle more or had people lauding his expertise (as opposed to the exact opposite from Gary Oak) I'd be more inclined to rank him higher than, say, Max.
