Either way, no, they are the bottom of the power-up barrel, they raise characters that have reached the level 140 cap up to the level 150 cap at one level per item. They are presently a purely win-moar power-up up meant to keep you playing the Trainer Lodge dialogue mini-game when you no longer have a reason to. The level cap is apparently being raised again sometime in the next couple of months, but it remains to be seen if that too will not just be more win-moar.
Although regarding the Lodge, you do get different photo card colors every 100~200 friendship levels and a title for getting someone over 1000.
