Ignoring Xerneas and Mewtwo due to not being legal right now, Ampharos, Clawitzer/Vaporeon, Delphox, Clefable, and Greninja were all considered perfectly viable and of the Mega Dimension additions Rotom in several forms (most notably Fan and Wash) and is also a breakout currently (as well as Lucario Z. but that doesn't work for the purpose of the argument obviously). The wind up is the price they pay for being able to attack from range, their threat area is effectively several times larger than a Melee attackers' without even compromising on bulk (at least not in ways physical attackers don't also tend to) so they needed SOME fashion of drawback.

Switching is already limited to 3 per "life" and that's enough, I've never felt particularly slighted by the amount of switches an enemy had because it just means they were playing smart.
