Because I was the original target audience. When Hoenn was airing most of the kid fans of Kanto/Johto were becoming teenagers. I was a bit older at the time but still a teenager, the drama and character interaction in May's arc resembled shoujo-manga stories, and May's arc was also aimed at girls with Drew/Harley and all the shipping.

Hell you can even go back and read the old review threads on serebii/bulbagarden from when those eps originally aired in 2005-2006 and see how well liked it is. As I said I was there at the time, those threads still exist and you can easily read them

Look at this bulbagarden thread from 2011, it was made when BW was airing so it was long after Harley left the show. People were listing their favorite rivals and Harley was always at the top of most peoples list, right next to Paul for that matter:

Most of the people on twitter/tumblr today were people who didn't even watch AG when it first aired, simply because they weren't into pokemon at the time, and nowadays all these new young 20-23 year olds I see on twitter/tumblr are huge fans of Harley and May and Drew because now they've watch it.

Go to sonasu.tumblr, this is one of the people who is a huge fan of Harley now who didn't even watch much AG when it aired. She's only 22 now meaning she was 8 when AG aired, so it's understandable.

Harley has always been popular even with non-shippers. He's a funny and entertaining character, he was a great rival to May, and doubling as a villain working with TR or sabotaging May's Contests always made him stand out. We've never had a rival for any female lead since that did the same. And his design and pokemon were always popular. He also had great chemistry with both May and Drew.

No they don't, the AG coordinator trio has the largest following for a main girl and her rivals in the series. Dawn and her rivals Zoey/Kenny don't have that at all, nor any female lead since. Harley is also popular with Contestshippers and they ship May/Drew with him too,. Most male fans loved Harley because he brought the best sense of drama and excitement to the Contests we didn't have since.
