He was also protective of May whenever Harley was around her, you can see how he acts in the Hoenn GF. Then in that last Kanto Contest Drew saves Ash and co. after Harley was working with Team Rocket.

The reason May is competitive with Drew is because she doesn't realize she likes him yet, not until the Hoenn GF, and it's like a boy and girl teasing each other in the schoolyard. It's too hard to explain away May's blushes at the end of the Hoenn GF, the BF Contests, and the end of the Kanto GF. They were all put there for a reason.
Tomioka obviously knew that was the end of May's arc so he tried to wrap it up as well as possible.
