Even Billy Regan/Timoney is a standout by the shitty TPCi dub's standards, hell, it was TPCi's script for Harley that was worse than 4Kids' and the Japanese one, not Billy.
Harley is probably the only character besides Giovanni to be consistently handled well in the English dubs of any Pokemon Media (well, until Generations in Giovanni's case, as Richard Epcar is horrid in the role, but that aside...).
