What I'm saying is that Pokegirls being eye candy is an integral appeal of the anime, it was confirmed by an official represnetative and neither you nor I have the status to say that's not the case.
Although I do agree that Horizons tends to neglect the eye candy aspect, the only eye candy characters like Ann and Iono are basically CoTds. Hell even Riko is basically being CoTd'd in terms of screentime.
More prominent female characters like Dot or Molly & OrLA aren't really attractive so maybe OLM doesn't want the otaku fanbase to watch this. This also is a supporting argument for as to why Sango won't appear that much, she's too eye-candyish for the current OLM producers.
Also. Supposedly the Volt Tacklers are adults but you don't really see them doing actual adult stuff. I don't mean hentai scenes of course or whatever but more like. Playing cards, drinking alcohol, smoking.
(Reminder that One Piece has Sanji smoking all the time so showing smoking is approved in kodomo animes)
The Japanese language doesn't have swear words so obviously they won't curse but real life adults are supposed be more cynical towards each other compared to what we see in Horizons. And Molly throwing a hissy fit towards her Joy heritage isn't mature or adult at all, it makes her look juvenile if anything.
