Going by the amount of fan art/fiction, and activity on social media, I feel Goh's most popular ship is with Ash. I don't think GohxChloe is less popular than the others you mentioned. I see more art and fics that pair Chloe with Goh, than Goh with Horace/Gary/Dawn.
Nothing personal against the person writing the GohxDawn fic, but I think the pairing/fic has kinda become a bit of a meme around here, and that's why you see it pop up so much. That's not to say it's not a quality fic. That's not to say people aren't enjoying it. But, it's like the only GohxDawn fic possibly in existence. And art for them is rare, outside of a handful or so NSFW illustrations and the occasional SFW drawing.
Gary gets paired way more with Ash, and there are probably more AshxGaryxGoh fics and art out there than GaryxGoh, unless I'm just missing these things. HoracexGoh is not common.
So no, I don't think Chloe is the Gohbowl's biggest loser. Honestly, I'd say she's in second place. Have you checked out the GohxChloe stories on AO3? There are several on there. Are you on the different art sites, like pixiv and pinterest? I realize Chloe isn't as popular as some of the other pokegirls, and I'm sorry you're having trouble finding content for a pairing you love and find cute, but there's stuff out there and I can help, if you like.
