Johto, AG, DP and even BW series had around 7.0 to 8.9 ratings. The actual rating decline started during XY series when for the first time a series premiere of a pokemon anime received around 5.0 ratings. This was probably due to Ash being nerfed and losing to a noob with five pokemon on Unova League that caused viewers to lose hope. It didn't help that another popular Pokémon-clone started airing during that time that mogged XY series. Turns out kids likes lighthearted fun anime more than serious anime with serious stories, who would have known huh?
Kalos League makes things worst for SM series because it destroyed last bit of hope viewers had left for the series. It didn't help that people looked at the first SM poster with new wakey artstyle and said "Nope". However SM series still received similar ratings as Precure and Dragonball series.
However people was looking forward to a Galar series with Gloria/Marnie as Ash's companion only for new posters to reveal JN won't have any female companions and Ash will travel with just one guy because Pokémon wants to go full woke. One of main prop of new series are new girls to travel with Ash and JN screwed it, no wonder its ratings tanked hard.
So real reason for ratings to decline was bunch of oversmart executive being oversmart and taking the most dumbest decision instead of being simple. It wasn't because of Ash and TRio that were carrying the show. If BW centered on Ash and N clashing with their ideals with Ash maintaining his competence, if XY&Z had Ash win the Kalos League since the anime won't able to hold any more traditional league conference, SM maintain the artstyle from OS-->XY series and JN had Gloria/Marnie/Dawn as the third research fellow than Pokémon ratings would not have tanked.
