For the duration of the series, his impulsive personality really hasn't been the source of any actual storytelling, and he lacks any friction with Liko and Dot, so the three always seem to be on the same page (this is not good).
His biggest crime, however, is being unfunny. HZ is the most dry series we've had yet, more dry than even XY, and it's hard not to assume it'd fall to Roy to be the funny one, given his archetype. But this isn't the case. My mind was fucking blown when he swapped minds with Crocalor, and this was used to almost 0 comedic effect, no funny expressions, no absurd situations, just... nothing. They gave us nothing.
This is a kid's show, and I don't think comedy is optional in this particular kid's show. Pokemon's humor has been hit or miss over the years (worse in BW/XY, better during the SM/JN period) but HZ opting out almost entirely just makes it feel sedated, and Roy in particular feels like the sedated version of the character he's meant to be.
