If Gamefreak had chosen say Bonney as the XY rep, then ILM would be in trouble, because Bonney was one of the main characters during XY's anime run. The question would then remain: Do they age Bonney up, alluding to a years-long time difference between JN's ending and HZ's beginning, or keep her the same, and be forced to reference the old series HZ was divorced from again?
The same would be true for most of the other characters too.
Emma solves that. Because she wasn't in XY or XYZ, she's conveniently available to act as ZA's rep in the anime, like how Kabu wasn't in Journeys, so he could appear in Horizons as a Galar rep.
