Most of what's done with the anime isn't for pure artistic intent, but for brand synergy and making an easy to produce series. JN started episodic and then took a sharp turn toward serialization. The decision to animate the Masters 8 in its entirety was made like.. three months in advance. Even Horizons had a 'we aren't sure what we're even doing rn' saga before jumping into the much more focused school arc. Any leaked plans are akin to ideas scribbled on a cocktail napkin. You won't see a planned out Pokemon series until they start taking hiatuses between series.
I guarantee they don't even know how they're going to end Horizons, and the scope of the finale will be decided by how much money they have set aside for it. Doesn't mean it's awful, but no one with a brain is expecting some mindblowing kino finale
