Someone higher up, at TPC if I'm remembering correctly, thought that was dumb and demanded they animate every single battle with the champions.
OLM shit their pants at this and tried to meet demands, resulting in inconsistent animation and writing throughout the masters 8 due to not having much time. Ash battles were still animated ok for the most part, because they already had most of that shit prepared, but other battles were mostly disasters. Especially the Alain vs Leon battle, which only lasted like a minute due to the Protect Ash Protocol trying to make Alain look bad.
Because OLM had to suddenly animate every masters 8 battle, they could no longer afford to finish Goh's finale properly, there simply wasn't enough time to make it nor the episode slots required to fit it in if they even could. So Project Mew was given a chopped ending, and the lack of budget/time to animate what they did give us resulted in the stitched up slide show that we ended up getting, even though Project Mew was the only reason people even watched JN(the Pokemon Go audience dominated JN's viewership, and Goh was their favorite character, the most popular one in JN by far).
