Johto mons were never meant to be the selling point of GSC, the entire game is more so Kanto DLC. It's fine if you dislike it for that reason but to cite standards that weren't even established at the time is just retarded. You're viewing it through the lens of Gens 3-5 when you should be viewing it as its own self-contained entry.

Again, Dratini is made available early instead of Larvitar because Johto mons aren't the selling point. Dratini has already been established in RBY so they went ahead and made it easier to obtain this time around, why would they do the same for Larvitar when it takes on the role of Dratini in GSC? It's the Dratini of GSC, what's the point in making it obtainable early if it's yet to be established?
