The problem is that most people who fall into that category have wishes they can already fulfill through hard work, something the game itself struggles with since only Ivor and Grisham have wishes that would seem reasonable as wishes. With Ivor wanting wild areas abolished and Grisham wanting to restore his/Tea, Flare's honor in the eyes of the people.
So you're doubtless going to attract corrupt individuals who think strength alone matters or have a warped worldview, and mind you the royale is essentially supposed to find everyone's savior.
