Megas were designed to redesign existing Pokemon. Their plan per the Teraleak was to introduce around 70-80 new Pokemon, alongside new "4th Stage" Evolutions.
Kalos Pokemon were already new, and mostly good enough to stand on their own competitively. No point in buffing them. Until Z.

Despite the gym leaders being really forgetable, Kalos is the undisputed king of gym puzzles (not you Clemont)
Santalune spider web, Korrina's roller rink, that big tree, Anistar's mindfuck that takes advantage of the 3d, good stuff.

>Starts out with a good pacing from Starter to Santalune, but then you get a massive slog between that and badge 2, but then you get blitzed with Shalour/Courmaline/Lumiose/Laverre/Anistar which is basically like half the game in 2 hours which sucks dick because the best part of every pokemon game is that badge 2-7 zone where your team isn't so overpowered that trainers and Gyms can still pose a threat to you.
Megas
>Poorly distributed, poorly handled, one of the few you actually get to use (remember, almost 90% of players used mega lucario) wasn't even a kalos pokemon, but Sinnohwank Shilldog. 0 Gym leaders use them, only 3 story npcs use them, not even mentioning the abhorent favoritism with which pokemon get Megas.

People on here always complain about CHARIZARD but it wasn't an issue in practice. Gen 6 and 7 proved that modern Pokemon species still stand out. That making new Pokemon rare or uncommon doesn't actually harm that Region's identity or potential at all. Similar philosophy to GSC, but may be a problem if you prefer the philosophy of Hoenn or Unova.
Besides that, old Pokemon being redesigned as Megas or Fairy Type was tied to Kalos lore anyway.

Maybe slightly better teams, Southern Kalos, Soaring, other shit that got reused for ORAS depending on when it was planned to release, and it probably would have been Mega X and Mega Y since there were two slots saved for it.
