Because Terapagos have no true connection to Koraidon and Miraidon. Saying, "Well, it did summon them" is dead wrong. It didn't summon them itself. That was Sada/Turo who used it's power (while dormant) to summon the paradox pokemon. Terapagos have no connection whatsoever. If that's your idea of a group, then that's a far reach.

Seeing how they were originally going to make Legends Johto before going to Kalos makes me wonder how they would have connected the two.
