If X and Y actually got the whole southern Kalos post-game stuff, it could have made a difference by allowing it to pace its content out further. But it needed more mechanics like Sinnoh to make what it did have more interesting. Not only that, but it was following the unfortunate Gen V model of a maximum of 3 Pokémon for Gym Leaders and a maximum of 4 Pokémon for Elite Four. A Z could have changed this, but that wasn't a problem in base games before Gen V. There was a clear desire to make things easier with the way the Exp. Share was changed, the introduction of Affection, immediate access to convenient EV training. I think that's a fundamental design issue that wouldn't have been changed.
