Gen 2 was a continuation of Gen 1, not a remake or a "this region is unique because of this wildlife living here". That's why the distribution of new and old Pokémon was so radical.
Slugma is in Kanto because Cinnabar volcano exploded and sent many to the Cycling Road. Johto doesn't have Slugmas because there isn't a hot (enough) area for them to live. Most caves are frozen or in very low temperatures.
