B2W2 added Starmie so I didn't really have a need to use literally anything else. Water also generally just isn't a big factor until near the end of the game because Unova backloaded all of its Water routes like Kanto. The only time Water really would be useful before the older Water types start propping up is Clay, then for the end of the game a Water type isn't going to help you at all since you have Skyla, Drayden and Marlon to worry about
