It'd make sense for them to canonically be so powerful as it'd be weird for the player to fight someone weaker. Though some facilities are available before the post game, such as the Battle Subway, however, the Super Battles are locked behind post game.
As for which one's scale higher, like around Champion level, I'd say Sinnoh Frontier Brains due to the Tower Boss using Cynthia's Battle Theme in DP, and it'd be weird if they all didn't scale to one another, except for maybe Darach, who is battling in place of Caitlin, who later becomes an E4 member.
Though it is possible that Caitlin isn't all that skilled and scales far below Darach.
Ingo and Emmet may also be closer to Champion level in terms of scaling due to using the Champion battle music.
Don't you think it's weird that some used Champion Music while others only used E4 music? As in the Chantalaines in particular. Perhaps they scale lower?
And Red, Blue and Leon would probably scale a little bit higher (especially the first two) due to already having been Champion ranked trainers.
