It's implied that Leon has been blowing him off for a while now, and furthermore there's some lore about his dad dying in a mining accident, so it's a combination of bad emotional responses that make him look like a fucking idiot since half of this isn't explained in game. He's still a fucking idiot, his brother more or less proves there's other ways, but there's actually a chain of logic to follow at least.
