Imagine it, Rose's champion defeats Eternatus, stops the Darkest Day, and saves the country from a crisis it will face ages from now, ALL during his most successful Champion Cup yet.Yeah it's pretty obvious because in the story Rose isn't actually interested in interfering with the League until Bede was disqualified. His master plan was to endorse Bede, for Bede to defeat the undefeatable Champion and then defeat Eternatus afterwards and then for Rose to be celebrated as the genius behind it.
When he had to disqualify Bede. His last ditch effort was to get Leon to defeat Eternatus before anyone has the chance to become Champion. It's a bit weird that people who act like Rose was just misguided because he's a Philanthropist, but his league cards pretty much spell out that his rationalising over the Darkest Day is just hiding his actual motive which is just being a glory hog.
I think the story noting that Leon has bad direction and how Leon's mood improved since becoming the Chairman kind of also show how Rose was probably intentionally stifling Leon (which makes sense given he was setting Leon up to get defeated with no future prospects).
